>> welcome to the world news, live on dw. i am brian thomas in berlin. >> are headlines for you at this hour. the canadian capital is in lockdown. a soldier has been shot dead at the country's war memorial. we go live to ottawa to find out more. a massive security operation has parts of canada's capital, ottawa, on lockdown after a gunman killed a soldier at a war memorial then opened fire in the country's parliament. live footage showed police

ducking for cover as gunfire rang out. >> canadian prime minister stephen harper was reportedly in the parliament building at the time. police say they have killed one gunman, but they believe one may still be at large. >> the incident comes just hours after canada raised its terror threat level following the killing of a soldier on monday. join to live from ottawa by our correspondent. can you fill us in on the latest? how many shooters are thought to be at large, and where are they right now? >> police are being reticent about telling us that. we do believe there is another shooter, but when asked whether people should be worried about a man armed and dangerous in the downtown core, they won't tell us, other than to tell people to be vigilant. they are telling everyone to stay out of the downtown core if they are not already here. some buildings are being evacuated.

they are not telling us if it is one of more shooters, because they say everything is still an active investigation, and they are trying to evacuate the parliamentary precinct and the downtown area. >> how much of the capital and other parts of ottawa are still on lockdown? >> our building is ill on lockdown. many buildings immediately adjacent to the parliament building, including the parliament buildings, are on lockdown. one of the hospitals which is treating the injured is, if not on lockdown, having restricted access. some schools in the area were in secure mode. the city, since it is an unprecedented attack, everybody is playing it by ear, and nobody is moving out of the area easily at all. there are barricades everywhere. if you'srere leaving, people wil have a struggle to get home.

>> any details of the shooter, who was killed by police at the parliament building? do we know who he is, and if he has any links to islamist radicals? >> the rcmp held a news conference where they would give us absolutely no information about the shooter. not where he is from, not if he was a canadian citizen. everything is an investigation mode. obviously that was one of the first questions. what's interesting, the identity of the soldier killed was not given, either. they will not speculate on a motive for him, and won'st say whether a weapon has been retrieved. all they will tell us is he is dead. >> he was shot at the parliament building. first there was a shooting at the war memorial. a soldier was killed. can you give us details about

that shooting? >> there were soldiers at the war memorial, guarding the war memorial as part of the ceremonial guard. from what we witness, a short man with long, shaggy dark hair wearing a hoodie and bandana pulled out a rifle and shot the soldier in the chest. a bunch of people ran for cover. a bunch of people ran to the soldier to try to help him while the gunman took off. another eyewitness says the gunman then hijacked a car at gunpoint. the person was not hurt in the car. we'srere not sure. we are trying to figure out whether the shooter at the memorial was the same shooter on parliament hill, whether that one got away. it is not clear at all, but obviously a very shocking incident. >> we are getting reports there

is a shooter at mall around the capital. could that be the person who left the war memorial, or is that a situation that wrapped up? >> the mall has been cleared. we do have reporters who told us about gunfire at the mall. however, police will not confirm there was a third shooting, so we don't have confirmation of that from police. whatever happened at the mall has moved on to another area -- or we don't know, because the mall itself has now been cleared. it is locked, but the police are not surrounding it trying to track someone down anymore. we do have numerous eyewitness reports, or at least they heard the sound of gunfire right beside the mall, which is also near a hotel near the parliament buildings. we don't know if that was a second or third shooter. that is still unclear. >> one of the big questions, how

could security have been so lax at the war memorial and parliament when the government itself increased the security of that level? >> that's a very good question. the rcmp were asked about that as well. they admitted to being surprised to the attack, saying if they had advance notice they would have stopped it from happening. on parliament hill, they have been operating at a medium security level. that gahad not changed. compared to the country security level, perhaps parliament hill was at medium level before. they didn'st raise that last week, despite what happened on monday with a man who was considered a radicalized man, a recent convert to islam who became radicalized according to police, who ran down two

soldiers in a parking lot incorrect -- in quebec. despite that, security was not raised after that event. that's a question they will be asked many times over the coming weeks. >> thanks for a much. two, perhaps three shooters still at large in the canadian capital. so as the situation remains in flux, let's take a closer look at some of the most dramatic footage from inside the parliament as the shootout was taking place. few hours ago. police authorities have been filling the public in on what they know about the incident. at a press conference, they face questions on whether they were prepared for such an attack, and whether the public remains in danger. >> what warning, if any, did law enforcement or national security pick up regarding this incident? or did it take everybody by surprise? >> it is still too early to confirm that. >> how is that possible? >> it is too early to get to the bottom of all the details of what transpired. it is an ongoing police operation. we h-- until we have a better chance to determine exactly what happened. >> -- are there still

suspects out there? is there still someone on the loose? >> we are still investigating. we are in the process right now with the rcmp of clearing and securing parliament hill. we are asking the community to be aware, to be vigilant, and report any suspicious activity they deem serious that could impact their safety. phone 911, or phone or e-mail us with any information that would assist in the investigation. in general terms we have been asking the community to be vigilant. that is something we always ask canadians to be aware of, to be constantly vigilant and report any suspicious activity, identify any individual who may

want to cause harm to fellow canadians. >> that was ottawa police, underscoring that this is still an active operation. the united states was quick to respond to the shooting. richard walker joins us from washington. what has the white house been saying? >> white house press spokesman josh earnest was holding his daily press briefing just earlier. he gave a strong message of support from the united states to canada, describing canada as one of its closes down lies, and saying -- closest allies, and saying that they had been trying to set up a telephone call between barack obama and canadian prime minister stephen harper, though of course stephen harper has a lot on his plate today so that has not yet been arranged. he would not mention whether this was a terrorist attack. he wanted to withhold judgment on that at this point. >> what about the threat level in the united states?

is the white house going to increase the threat level? >> it is the department of homeland security that is in charge of the threat level. josh earnest said that any questions over that should be directed to them, and there has been no change on that at this point. but there has been one interesting message from norad. that is the u.s.-canadian air defense organization that organizes air defense across the two countries, and it put out a statement saying it is taking adequate and prudent steps to ensure adequate posture to respond quickly to any incidents involving aviation. so there is quite a strong sign from a high authority that authorities are considering the possibility that this could turn out to be more than simply something happening on the ground in ottawa, although there is no indication so far that is the case. >> one of the attacks was at a war memorial. we are getting reports in the u.s. security has been increased

at the arlington national cemetery. do you have confirmation of that? >> i cannot confirm that at this point. but there has been a lot of questions asked simply about white house security at that briefing earlier with josh earnest. a few weeks ago, an intruder managed to get into the white house, did not cause anything like this type of terror, but he did result in the resignation of the head of the secret service, the organization responsible for protecting the president. there is now a congressional investigation going on, with more and more evidence of lapses coming out by the day. so that investigation will take on a new quality, and i think the secret service in its security arrangements at the white house in particular will be under more intensive scrutiny than ever before. >> more scrutiny for security in the u.s. capitol.

richard walker for us, from washington. as ever, thanks a lot. the european union has a new leadership team. the parliament approved the 28-member commission led by former luxembourg prime minister jean-claude juncker. the approval came by a large margin, despite opposition from opposition parties and hard-line eurosceptics like the u.k. independence party. juncker said he plans to unveil a major investment program to create much-needed jobs. >> after weeks of haggling, the new european commission led by jean-claude juncker has finally been approved. the former luxembourg prime minister told lawmakers that the citizens of europe are losing faith in the institutions of the eu. he said that it is now up to all 28 of the incoming commissioners to work well together. juncker said he would not be

demanding unconditional obedience from the commissioners. he joked that at his age he was not interested in launching a new career as a dictator. juncker was forced to make a few changes to his original lineup after slovenia's commissioner failed to meet the approval of delegates earlier this month. juncker said he would unveil a 300 billion euro investment program shortly to boost growth, and that he is asking the private sector to help finance it. >> this investment program is very important to me. i want to say it very clearly here, all attempts to dissuade me from this, and there have of course already been such attempts, will not bear fruit. i will carry this through. >> juncker promised to streamline the commission and focus on key problems, such as europe's troubled economy.

the new commission will start working on november 1. >> to northern iraq now, where kurdish lawmakers have voted in favor of sending fighters to help defend the city of kobani in syria. fierce fighting is continuing around kobani, with kurdish fighters holding out against islamic state. it is not clear when reinforcements from iraq will arrive. meanwhile, in something of an embarrassment for the u.s. government, i.s. militants seized at least one ca ofch -- cache of weapons meant for kurdish fighters. to business news now. the european central bank is not saying which banks sank in which swam during its stress tests, but one spanish news agency is reporting 11 institutions have flunked. reuters says the german hsh

nordbank, which was thought to have failed, has passed. the ecb has not confirmed any reports. they put 130 institutions to the test to see how they would fare in the event of another financial crisis. official results will be released on sunday. on till wednesday's -- on to wednesday's market action. a second day of gains. our correspondent sent us this report from the frankfurt stock exchange. >> the report from spain was good for the hsh nordbank. it is not a publicly listed company, but it did sell bonds to investors, and they were a lot more in demand than before, traders told me. the shares reacted quite moderately to this report from spain. nothing is confirmed yet.

the official result would come on sunday. many people here expected that some banks will fail. if an important bank is among those that fails the stress test, it could become turbulent. nervousness will continue to climb until sunday, people here believe. >> in frankfurt, where we can say for a closer look at wednesday's numbers. the dax finishing up 0.6%. the euro stoxx 50 up about the same amount. across the atlantic on wall street at this hour, the dow is down by nearly 0.6%, and the euro lower against the dollar. the big question, is a rivalry brewing in the electric car market? that's what some analysts are speculating in the wake of daimler's stake in electric

carmaker tesla. despite the sale, the german company insists its partnership with tesla has been successful. >> just a few days since luxury electric carmaker tesla unveiled its model s. >> you can see you have a motor in the front and a motor in the back. >> the california-based company plans to have half a million units on the road by 2020, by germany's daimler is not sticking around. the auto giant has sold off its 4% stake to an undisclosed buyer. it will use the 630 million euro windfall to bolster its own operations. still, daimler says the partnership will not and. =-- end. they will continue to use has left parts and brainpower to develop new models, but the divestment has set up rumors of the once-close partners may now

see each other as rivals in the highly competitive market for electric cars. >> some good news from the red cross today. that organization says it should be possible to contain the ebola epidemic within half a year if all necessary safety measures are implement it and observed -- implemented and observed. the organization says there needs to be long-term investment in west africa's health infrastructure to prevent future outbreaks of the disease. >> with growing fears over the risk posed by travelers from ebola-affected countries, health care workers in the united states have been undergoing additional training. so far, the obama administration has rejected opposition calls for imposing entry bans on travelers from west africa. but washington has begun requiring passengers from stricken countries to fly into the u.s. through five specially-equipped airports. the international red cross is warning against public hysteria. >> a lot of fear and extreme

wednesday. the 56-year-old was released by pyongyang unexpectedly on tuesday after being held for six months for reportedly leaving a bible in a nightclub. fowle is said to have been reunited with his family in ohio. they say they are hoping for the release of two other detainees being held in north korea. in mexico, anger is mounting over the failure of authorities to find a group of missing students. protesters set fire to the local headquarters of the democratic revolution party in the state of guerrero, which is believed to have ties to a criminal gang thought responsible for the disappearance of 43 students last month. no trace of them has been found since the disappearance. in brazil, president dilma rousseff seems to have regained the edge heading into the weekend's runoff vote. polls put her ahead of her rival, aecio neves, although it is still too close to call. rousseff had hoped to win the

first round of voting in early october by a wide margin to avoid a runoff, but neves has closed the gap pass -- fast. voters seem to be listening. >> aecio neves is on the offensive. the conservative challenger is touring the country to promote his business family policies. he blames government regulations for tipping latin america's economy into a recession. incumbent president dilma rousseff rejects these allegations, saying life has made life better for the poor -- her actions have made life better for the poor. >> they make promises, but nothing will change. >> i have not heard any of them say what they plan to do after the election. i fear that neither candidate will and up with sensible policies that were present what the brazilian people really want.

>> rousseff easily won the first round of voting earlier this month, but since then opposition to her governing workers party has gained strength. during sunday's presidential debate, she was grilled on live television over a growing corruption scandal at the state run oil company petrobras. this was after a former executive admitted to funneling money back to high-ranking members of rousseff's workers party. >> during the last 12 years of the workers party being in power, this criminal gang has systematically established itself with the help of government support. >> never has a campaign been so aggressive as in this election. it is a systematic attempt to spread false and bias information throughout brazil. >> but rousseff's camp has not pulled any punches, either. at a recent campaign stop, her

mentor and predecessor lula da silva dismissedneves as a daddy's boy, alluding to his political pedigree. >> the seems more like a personal feud than a serious political debate. >> apparently political vision does not matter. they are only interested in airing each other's dirty laundry. both ignore what brazilians really want, solutions to problems like health care, education, transportation, and national security. >> the election is still too close to call. voting is mandatory in brazil, but many may find themselves facing a tough decision on sunday. >> both candidates have been on the attack against each other and full of promises to pull in voters. never since the return to democracy has real -- brazil seen such a hard-fought presidential election. >> turning to ottawa now, where police are still looking for up to two gunmen who may have been involved in a deadly assault on canadian parliament.

police are concerned that one gunman -- have confirmed that one gunman and a member of the canadian armed forces has died. witnesses said a man shot a soldier and ran into the parliament building. authorities are urging ottawa residents to stay away from the area and remain indoors. let's go live to ottawa now. our correspondent is standing by. what is the latest? anything new on this? >> some of the lockdown has been lifted in terms of the buildings in the area, not the parliament buildings or the area adjacent, but for example our news building very close to parliament hill -- i can see parliament hill outside -- the lockdown has been lifted in our building. reporters who have been out all morning have finally come into our building. there is more movement. however, police are still asking for people to stay out of the downtown area. they have not yet completely

secured the area, and they are still seeing whether there is another gunman or two out there. that is the latest right now. >> any word about those other shooters? still two, perhaps three? how many possible shooters remain at large? >> we are seeing at least one. it is not clear whether the shooter who was at the memorial, who shot and killed the soldier, whether that is the same shooter that stormed parliament hill. because it was such chaos, it could have been a different shooter and the first shooter got away. that is not clear. we know there is at least one shooter. it could be more than that. police have said that is what they are trying to figure out, because they don't know whether there is more to look for, if you are at large, other attacks -- if they are at large, if there are other attacks planned. >> what about the man shot dead by police at parliament building? do we know anything about him or his motivation? >> police will not pay anything

about them and. -- the man. ottawa is obviously the capital, so it has a diverse population. the rcmp was asked whether he was one of the thousands of people that -- dozens of people they have been watching. they had people under surveillance, and they would not reveal whether or not -- >>. things are much. thank you for joining us here at dw.
